They look alike to me. I mean obviously the costuming here has something to do with it, (and the picture quality is terrible) but they have similar features and have both done the same kinds of things with their hair (short, long, etc). This is pointless, but I’m not tired yet, so I’m posting more.

The Doctor: No. Too much. That's the truth of it. She was too much like me.
I started reading this and thought it was some weird AU Primeval/Doctor Who fanfic. After about the second sentence it clicked in my head that this was obviously from The Doctor's Daughter, but I had fun for those few seconds thinking about Ten showing up and playing dinosaur hunt with Cutter and Connor and the like.
